According to the ADA National Network: “If a sign identifies a permanent room or space of a facility, including exits, directs, or informs about functional spaces of the facility, or identifies, directs to, or informs about accessible features of the facility, it must comply”.

Under the Section 216.2 of ADA regulations, the wording of “not likely to change” can give a little bit of wiggle room, most spaces will still fall under the category of a permanent room or space. A classroom would be a great example of a space that is somewhat likely to change. One year it could be an art room the next year it may be a math room depending on the need of the school. Therefore, this may be considered temporary and may not require an ADA compliant sign.
If the walls are connected to another wall, ceiling or both, you can be sure to consider this room or space as permanent. It will absolutely require an ADA compliant signage.
Other than knowing what space should have an ADA sign, it is also just as important to know where ADA-compliant displays must go. This means understanding the correct placement of each sign in order to fully comply.
When placing an ADA signs in a public establishment, you will want to make sure to keep the following guidelines in mind:
The room being identified should have an ADA sign mounted on the latch side of the door.
You will also want to make sure to measure no higher than 60 inches from the floor and no lower than 48 inches from the floor.
It may be installed on the nearest adjacent wall in a visible location if there is no proper location near the latch side. (Do not mount directly on a door.)
ADA signs should not be mounted directly on a door.
